Housing Revenue Account (HRA) business plan

Cardiff Council records council housing income and spending in the Housing Revenue Account (HRA). Under Local Government and Housing Act 1989, this funding cannot be used for any other purpose.

The main source of income to the HRA is from tenants in the form of rents and service charges. Rental income allows us to:

  • invest in the maintenance and improvement of existing homes and neighbourhoods,
  • provide good quality tenant support services, and
  • contribute to the funding of our Hubs and build new homes.

We review and update our HRA business plan every year. This gives us the opportunity to set out our key council housing priorities for the next year and beyond. The plan will tell our tenants how we will:

  • continue to develop services for them, and
  • achieve this with the income we receive from the HRA.
