If you are a council contract-holder (tenant) and are being affected by the anti-social behaviour of another council contract-holder, you should report this at a Hub or by calling the Anti-Social Behaviour Team 029 2053 7199. If you are not sure if the other person is a council contract-holder, please still contact the Anti-Social Behaviour Team.

Private sector and owner occupiers

If you are a private sector contract-holder or you are a homeowner and experiencing anti-social behaviour, please call 101.

Anti-Social Behaviour Team

We work with council contract-holders (tenants) to resolve anti-social behaviour (ASB) issues.

Our aims include:

  • Not tolerating anti-social behaviour by or against our contract-holders and their families,
  • Putting victims first,
  • Making sure contract-holders and leaseholders know the behaviour expected of them,
  • Making it easy to report anti-social behaviour,
  • Treating reports of anti-social behaviour seriously and professionally,
  • Carrying out a careful and thorough investigation,
  • Providing realistic expectations,
  • Supporting perpetrators to change their behaviour,
  • Taking appropriate action at the right time, and
  • Working with others to prevent and tackle anti-social behaviour.

 

We work with a number of different departments to take a holistic view of anti-social behaviour. These departments include:

  • Tenancy Management and Tenancy Sustainment,
  • Caretaking,
  • Responsive Repairs, and
  • Children and Adult Services.

We also work alongside outside agencies such as South Wales Police and support agencies.

Anti-social behaviour can take many forms. These include:

  • harassment and intimidation,
  • youth annoyance,
  • threatening behaviour,
  • rowdy behaviour, and
  • loud music.

Some incidents will appear more serious than others but if you are a contract-holder and feel it is important, please report it so we can investigate.

How to make a complaint when experiencing anti-social behaviour

Once a complaint is made

  • We will treat your complaint confidentially,
  • We will need you to provide your name and address, and
  • We will need you to provide us with details of the incident(s)

Please be aware that we will not reveal your identity at any time. If you make an anonymous complaint, we cannot fully record and look into your complaint. We will not be able to advise you of any action we intend to or do take.

Once an incident has been reported, we will contact you to gather more information to make sure we understand the issue and your needs. The officer will then create an action plan with you agreeing next steps.

You will be offered a referral to Victim Support. This is a dedicated support service for those who are victims of anti-social behaviour. It provides ongoing emotional support to help victims cope with the effects of crime or ASB and can advocate with other services or organisations where necessary.
