Housing support can be provided through the Tenancy Sustainment Team, Local Action Team, Welfare Liaison Team, and Tenant Support Scheme.

The Tenancy Sustainment team can help you if you are having difficulty managing your tenancy, or need support with your tenancy because you are vulnerable. This support will involve regular home visits and concentrates on tenants who may need different arrangements in the long term.

You will be provided with a dedicated support officer to help you create an individual action plan to manage your tenancy. This support and plan will be ongoing. For example, if you need to get rid of items or make repairs to your home, an officer could work with you to organise your belongings and help you get rid of anything you no longer want. The officer could also arrange any repairs to make sure your home is safe and comfortable.

We can also signpost you to other organisations or teams to help you manage your tenancy. Some of the teams we work with include the council’s Welfare Liaison or Anti-Social Behaviour Team, NHS Drug, Alcohol or Community Mental Health Services and other third sector or charitable organisations.

Being referred for our services

Our services are only available if a council or partner service believes that you can benefit from our support.

We can also help privately owned or privately rented households to sort through and dispose of a build-up of items in your home. This is a pilot scheme which is running until March 2024.

The Local Action Team works together with residents across Cardiff to improve neighbourhoods and encourage them to take pride in where they live.  The team’s strapline is “teaming up to clean up” reflecting the community based and joined up nature of the service.

The Local Action Team works with the community to:

  • Help residents remove rubbish and waste from their gardens
  • Help residents with cut back and remove overgrowth
  • Promote anti littering and litter picks
  • Work alongside local organisations in the areas to support residents
  • Provide sustainable support for long term vulnerable residents
  • Signpost residents to other services where required

The Estate Coordinators supports the community by providing more than just cleaner and tidier estates, but to include residents in the process making them proud of where they live by:

  • Encouraging working with internal departments and external organisations, volunteers, Love Where you Live and other third sector organisations
  • Supporting ‘Street Champions’ as part of local volunteering groups and signpost residents who want to volunteer in their local area.
  • Teaming up with residents to deliver community action events to encourage them to take pride in their area
  • Working with existing garden clubs or supporting the creation of new ones. Helping residents to acquire the skills to help them maintain their gardens
  • Working with schools to gain the attention of the younger generation so from a young age, children learn to take pride in where they live and want to recycle
  • Continue to work closely with Waste Management to develop joint initiatives to promote recycling with the community

The Welfare Liaison Team is a dedicated team for Cardiff Council contract-holders (tenants) to help with finances and budgeting. Officers provide an impartial holistic Money Advice Service to help work out affordable repayment plans for rent and other household bills.

Welfare Liaison Officers can provide:

  • Help to apply for grants, discounts, and benefits
  • Help with rent arrears
  • Advice about the benefit cap and the schemes available to help contract-holders get back into work
  • Budgeting and basic debt advice using the ‘Standard Financial Statement’
  • Digital and budgeting support to assist contract-holders on their Universal Credit journey
  • Assessments of income and outgoings to establish affordable repayment arrangements towards rent, utilities and debts

It is important as contract-holders (tenants) you can maintain your accommodation and live independently. We provide personalised support services to families and individuals to help you deal with issues.

These issues could be:

  • ​resolving arrears and debts,
  • threat or risk of losing tenancy,
  • starting a new occupation contract,
  • budgeting,
  • vulnerability,
  • ability to cope with tenancy issues,
  • confidence-building,
  • general health and safety at home,
  • utility connection, or
  • obtaining support from other agencies.

Do I qualify?

To qualify for the scheme, you must be:

  • aged 16 or over,
  • living in Cardiff, and
  • either at risk of homelessness or losing your accommodation, or about to start a new occupation contract (tenancy).

To access the service, you must be vulnerable and facing a particular barrier that stops you from accessing advice and support services in the Hub. For example:

  • Domestic violence,
  • Alcohol or drug misuse,
  • Single parent family,
  • Learning disability or difficulty,
  • Chronic illness, or
  • Young care leaver.

Who can refer?

If you need support, you need to be referred by:

  • a social worker,
  • a housing officer,
  • a health professional, or
  • a Hub officer.

We cannot accept self-referrals.

You must be aware that a referral is being made and that support is being requested on your behalf. You must give your consent and be willing to engage with the support.

How does the scheme work?

The referrer must complete a referral form giving full details of your needs. If you meet the criteria, a partner organisation will carry out an assessment.

If we can help, a support worker will be appointed to support you and address your needs.
