The Renting Homes (Wales) Act 2016 is new legislation that was introduced in December 2022 in Wales.

What are the changes that will affect you as a council tenant?

Cardiff Council will still be your landlord and will issue you with an ‘occupation contract’, which will replace your current tenancy agreement. For most residents, this will be a secure contract.

If you have an introductory tenancy agreement, you will be given an introductory standard contract. This will become a secure contract 12 months after your introductory tenancy started.

A tenant is now referred to as a ‘contract-holder’. The Council is now known as a ‘community landlord’, instead of a ‘social landlord’.

Your new occupation contract will include your rights and responsibilities as a contract-holder, and our duties as your landlord.

What will not change for you as a tenant?

  • We will still be your landlord, and your right to remain in your property is the same. You will receive the same housing services.
  • Council rent rates will continue to increase in line with Welsh Government Social Rent Policy. You will be informed of any increase at least 2 months in advance.
  • Notice periods have not changed. If you want to end the contract, you must give us four weeks’ notice in writing.
  • You can still apply to move from your home to another council property, either by joining the waiting list or swapping your home with another person. This is known as a transfer, but you must get permission from us before you do this.
  • If you receive welfare benefits, they will not be affected.
