We manage two permanent Gypsy and Traveller sites, Rover Way site and Shirenewton site.

We offer a total of 80 residential pitches across the 2 sites. We also support and manage unauthorised encampments across the city.

Each pitch has its own boundary fence and farm-style gate, and a utility building with a kitchen and bathroom. Electricity and water are provided through pre-payment meters at both sites. Some utility buildings have been adapted for people with disabilities.

Shirenewton

Shirenewton is a large site with 59 pitches in total. Water and sewerage connections for principal mobile homes are provided. Flying start operate from the onsite community hall during term time. There is also a multi-use games area and a park to promote children’s play.

Rover Way

Rover Way is the smaller site with 21 pitches. A small modular building is available on site for use by third party sectors in delivering services.

Both sites have an onsite office. Site management work from these offices during core office hours. Site staff are available to support residents with things such as utility credits, general support, and to raise repairs.

The waiting list

We have a separate waiting list for the Gypsy and Traveller sites in addition to the common waiting list for mainstream housing. Anyone aged 16 and over can apply to join the list. You can apply for both sites.

If you apply, you will be given points according to your circumstances, and available pitches are offered to the applicant at the top of the waiting list. The Gypsy and Traveller Pitch Allocations Policy is currently being reviewed, but applications are still being accepted.

When thinking about your housing options, please be aware that demand for pitches is high and waiting times are very long. Very few pitches become available on either site, but there are currently over 50 applicants on the waiting list.

We have undertaken a Gypsy and Traveller Accommodation Assessment in accordance with Section 102 of the Housing (Wales) Act 2014 and work is being done to meet the identified needs.

What happens if you are offered a pitch

If you are offered a pitch, you will be asked to sign a written agreement and you will be able to keep your pitch as long as you keep to the terms of that agreement.

The written agreement is your tenancy agreement. It lists your responsibilities and what duties we have.

Depending on your income, you might be eligible for support with your accommodation costs and pitch fees. Find out more about getting help.

Other housing options

You might want to think about other options, such as looking for a privately rented house or flat, which are readily available in most areas of the city.

You might also want to join the common waiting list for a Council or Housing Association home but waiting times can be long. You can find out how long you might have to wait by using the wait time calculator.

You can still stay on the Gypsy and Traveller waiting list. If you live in mainstream housing it will not affect your position on that list.
